Please see below for important information about the FSA Program for Plan Year 2026.
I. Open Enrollment Period
The Plan Year 2026 Open Enrollment Period is from September 22, 2025 – November 14, 2025 and is effective January 1, 2026 for the following programs:
• Dependent Care Assistance Program (DeCAP)
• Health Care Flexible Spending Account (HCFSA) Program
• Medical Spending Conversion (MSC) Health Benefits Buy-Out Waiver Program
• Medical Spending Conversion (MSC) Premium Conversion Program

- Current FSA 2025 participants (HCFSA & DeCAP):
Current participants will automatically receive a letter (sample attached) regarding their Plan Year 2026 enrollment by the second week in October to their address the FSA administrative office has on file.
- Enrollment and Confirmation Letter
Once the FSA Administrative office receives the FSA enrollment/re-enrollment letter and processes the employee’s HCFSA/DeCAP enrollment form, participants will receive a confirmation letter in the mail.
Important: If the participant does not experience FSA payroll deductions in January 2026, the participant must notify the FSA administrative office immediately via e-mail. Please see below link for the FSA e-mail contact:
Note: For CUNY Senior Colleges employees, payroll deductions will begin in the second paycheck in January 2026.
Employees should periodically refer to the FSA website at nyc.gov/fsa for any updates to the HCFSA/DeCAP program.
