The Campus Community,

Attached, please find the College’s 3rd Quarter Financial Update, which I presented at College Senate on Tuesday, May 12. Due to the robust meeting agenda, there was insufficient time to take a deeper dive into the current budget year and out-year scenarios. We plan to host a budget town hall at the beginning of the Fall 2026 semester to review Fiscal Year-End 2026 and discuss Fiscal Year 2027, as well as our Financial Plan submission to the University.

The University’s capital improvement commitment to York College exceeds $200 million dollars,  an unprecedented investment in our campus. Below is a partial list of ongoing high-profile projects currently in various stages:

ACB ADA Toilet Upgrades

• Phase I substantial completion is anticipated in June/July 2026.
• Phase I represents over 60% of the overall project work.
• Phase II will commence immediately following the completion of Phase I.

ACB Security Desk Relocation

• Security desks at building entrances will be relocated and integrated with turnstiles.
• Per Campus Safety’s assessment, the relocation is necessary to improve screening and monitoring of traffic entering and exiting the building.
• Buildings & Grounds is working with Campus Safety to complete this project prior to the Fall semester.

ACB Card Access Reader and Security Camera Upgrades

• Turnstiles at the ACB main entrances are expected to go live prior to the Fall semester as part of this project.
• Scope includes the installation of card access readers at designated doors and new state-of-the-art security cameras.
• Project approvals have been received, and an installer is currently being identified. A Notice to Proceed (NTP) will be issued following installer selection, after which a project start date will be determined. The campus community will receive further updates once the NTP is issued.

Performing Arts Center (PAC) Interior and Mechanical Upgrades

• Interior upgrade work is 90% complete.
• Mechanical systems upgrade work is 60% complete.
• Fire alarm system upgrades have been awarded. The installer is currently filing permits and awaiting approvals prior to the start of work.
• Exterior repairs and façade waterproofing design are complete. The next phase includes bidding and construction. This work is anticipated to take several months.

Classroom Building

• Scope of work includes new heating/cooling rooftop units, ductwork upgrades as required, new ceilings, ceiling lighting, exterior windows, select exterior door replacements, and façade repairs to mitigate water infiltration.
• The projected start date is early Fall 2026.

Project construction is phased as follows:

• Rooftop Units – New equipment will be installed first. This work has been awarded, and the contractor is awaiting permits prior to commencement.
Interior Work – Some interior ductwork relocation will occur as part of Item 1 above. Interior upgrades may proceed concurrently with, or overlap, Item 1.

Science Building

• Scope of work includes new heating/cooling rooftop units, ductwork upgrades as required, and new ceilings.
• The Science Building is currently in better condition than the Classroom Building and therefore requires fewer upgrades.

Project construction is phased as follows:

• Rooftop Units – New equipment will be installed first. This work has been awarded, and the contractor is awaiting permits prior to commencement.
Interior Work – Some interior ductwork relocation will occur as part of Item 1 above. Interior upgrades may proceed concurrently with, or overlap, Item

159th Street DRI (Downtown Revitalization Initiative)

• Installation of new pavers has been completed.
• Installation of lighting within the paving has been completed.
• Feature tree lighting mock-up is due no later than June 2.
• The space is designed as a pass-through pedestrian walkway.
• Anticipated completion date: Fall 2026.

Planned Summer Facilities Projects & Upgrades

• New Student Game Room
• Campus wayfinding units
• Digital screens in the Atrium area
• Relocation of the Women’s Prayer Room
• New Computing Research Lab (3E07C)
• Lounge in the HPEC
• New student lockers
• Initiation of campus-wide ADA Braille signage
