F. Carlisle Towery, a pivotal figure in the transformation of Southeast Queens, joined the New York Regional Plan Association (RPA) in 1966. There, he authored advocacy and feasibility studies that highlighted the growth potential and public benefits of locating the new York College campus in Jamaica. This work contributed to the RPA’s influential Second Regional Plan and laid the groundwork for significant urban revitalization.
